The chief of the Central Reserve Police Force (CRPF) has given a strong message to his troops. He told them to do their duty fearlessly. He also promised that he will take full responsibility for all their actions done in good faith. This statement came at a time when there is a major debate over the use of pellet guns during a protest in Delhi.
Addressing the CRPF investiture ceremony, Director-General Gyanendra Pratap Singh assured all officers and soldiers. He said that whether they belong to an operational battalion or a law-and-order unit, he stands behind their decisions. He stated that he would personally take accountability whenever needed, allowing the forces to perform their duties without any fear.
The controversy started during a protest march on July 20. Members of the Cockroach Janta Party marched toward Parliament from Jantar Mantar in central Delhi. They were raising their voice against recent troubles surrounding exam leaks and rules that affected students across the nation.
To stop the crowd from reaching Parliament, security forces were deployed. During the clash, three people received injuries from pellet guns. This incident raised big questions about how security forces handle protests in public areas.
Following the protest, the Rapid Action Force (RAF), which is a specialized wing of the CRPF, conducted an internal review. The review highlighted operational lapses during the event. It was pointed out that the force did not follow the proper standard procedures for crowd control.
In policing, there is a term called "force gradient." This means using different levels of force step-by-step, depending on how big the threat is. The RAF chief observed that the gradient used during the July 20 march was not in accordance with prescribed training standards. Using heavy force too quickly can lead to unnecessary injuries, which is why strict guidelines exist.
