Tamil Nadu Government to Create New HR&CE Department at the Secretariat

The Tamil Nadu government has decided to make a big change in how it manages temples. The state government will create a separate Hindu Religious and Charitable Endowments (HR&CE) department at the Secretariat. This decision is expected to help the government manage temple lands, funds, and daily activities much better than before. It is a major step that has been discussed for a long time.

Before this decision, the HR&CE department was not an independent unit at the Secretariat. It worked under the Tourism, Culture, and Religious Endowments Department. Because it was combined with tourism and culture, the staff had to handle many different types of work at the same time. By making it a separate department, the government wants to give undivided attention to temple administration.

Why This Move Matters for Tamil Nadu

Tamil Nadu is famous for its ancient temples. There are thousands of historic temples across the state. These temples own large areas of agricultural land, buildings, and valuable jewelry. Managing all these assets is a very big task. The HR&CE department is responsible for keeping these assets safe from illegal use.

With a dedicated department at the Secretariat, the government can make decisions much faster. Files will not have to wait in long lines behind tourism or cultural event plans. A separate secretary will head the new department. This secretary will focus only on temple matters, leading to better control and quicker action on important issues.

Improving Temple Administration and Staff Demands

Setting up a new department also means changes for government employees. Whenever a government makes such big structural changes, the staff and officers have many questions about their roles, promotions, and work conditions. This is common in many states when administration rules are updated.

For example, we often see government employees asking for better work rules and clear systems. This is very similar to how the APJAC urges govt to fulfil pending demands in other regions. When employees are happy and have clear roles, the new department can perform its duties much better. The Tamil Nadu government will need to address the needs of its administrative staff to make this transition successful.

Focus on Temple Reforms and Asset Protection

In recent years, there has been a lot of focus on temple reforms in Tamil Nadu. Many people have asked for better upkeep of ancient temples, some of which are over a thousand years old. There are also demands to recover temple lands that have been taken over by third parties. The state government has been working hard to get these lands back.

The new independent department will have special teams to look into temple land retrieval. It will also help speed up the process of consecration ceremonies, known as 'Kumbhabhishekam'. These ceremonies require a lot of planning and funds. With a direct department at the Secretariat, sanctioning funds for these religious events will become much simpler.

Fulfilling Long-Term Policy Goals

Many experts believe that creating this department is part of a larger plan to show the government's commitment to temple care. For many years, various groups have asked the government to pay more attention to religious institutions. By creating a dedicated department, the government is fulfilling a long-felt administrative need.

This type of major policy decision shows how governments try to fulfill their administrative promises over time. It reminds us of other situations where long-awaited promises are met, such as when the Amit Shah 12-year promise fulfilled milestone was reached at the national level. These key decisions help build trust between the public and the administration.

What Lies Ahead?

The creation of the new HR&CE department will require setting up new offices, appointing new officers, and dividing the budget. In the coming weeks, the government will release detailed guidelines on how the new department will function. This will clarify how the duties will be split between the old tourism department and the new temple department.

Overall, this is a very positive move for the people of Tamil Nadu. It promises better care for historic temples, safer temple properties, and faster public service. Devotees and administrative experts are watching closely to see how this new system will improve daily temple operations across the state.
